Restrictors/how?

I was just wondering how are these restricted to 25 MPH anyway. Throtle stops? Governor?

There is an aluminum plate installed over the gear shift which only allows access to 1st gear and reverse gear. They also weld a stop underneath the gas pedal that will not allow full throttle.

Yup - there is an easily-defeated box made of 1/8" steel tack welded around the shifter. :)
