Ken, Welcome aboard.
My cuz has a U14T, I have a U15T (4wd) both are LHD and have 3G81-550cc engines. These LHD's were built for Mitsubishi of America for use in the U.S. They have a fairly complicated governor setup (go to search at top of the page and type in "governor" there are eight threads that all deal with the governor setup (regardless of the thread title).
I also have a service manual for these trucks (in English), so let me know if I can ref anything for you.
Starter - manual says part #MD104562 (since superceded by part #MD115362) you can search for either #.
I found one listed at http://www.mitsubishionlineparts.com
new $258.66 (no core required - which would help since yours is missing). Also go to the reference section of the forum and read the thread titled "Used parts in the Carolinas" couple of phone #'s there.
Hope this helps let us know if'n you find one...Slim

update:
The starter is very pretty.....
it better be for 3 bucks
1 yr warr.
it might go back due to a dead spot
tried starting it
gas came out the carb and exhaust
2 hrs later, 3 spark plugs, 3 cans of carb cleaner, and a wire wheel
and we were doing donuts in the back field
this thing is friggin silly
doesn't idle worth a dang but i'll get it better
tried a set of 16's......they just barely scraped on the struts:D

it is in the speedo cable I believe at the t-case which has a snap ring that likely needs to be removed if to gain high range if it is in the cable just disconect from cable and let leave wires connected let me know if you need pics I got some of t-case dissasembled
