Default Fuel Pump OR Fuel Filter?

I am trying to troubleshoot why my 92 minicab van wont start.

I pulled what i think is the fuel filter (cus I can't find the pump)
there are no connections to this accept fuel hoses.
My van is fuel injected DOHC 3cyl

The fuel that came out on the >to engine was a bit cloudy but free of bits.
the fuel that came out the >from tank side was pretty dirty (cloudy) and lots of tiny bits in it.

Here's a photo of the part.
According to the manual there is a fuel pump but damned if i can find it.
    any help would be great.
